GENERAL COMMENT:

The list is my personal interpretation. Friends who want to discuss it, please feel free to comment.


While the removal of some items was good for some characters, it seems like it didn't change much in the lives of others. In general, we can say that characters that benefit from new items are one click ahead. We can say that adcs that can go to lethality and on-hit layouts are one click ahead. Now let's move on to quick interpretations one by one.


S-tier:



ASHE:

Ashe s tier, which is situationally strong at the end of Season 13, is in this tier because it is strong against other ADCs and other ADCs in general. It definitely deserves to be in this tier as it has a lot of item options and can also produce productive items while playing support. His items are generally bork/kraken as the 1st item, and he actually has a lot of options as the 2nd item. Situationally eternal/guinsoo and trinity in general games. We can say that he makes good use of the on-hit item setup. Support ashe, on the other hand, seems to do a pretty good job with lethality.



DRAVEN:

We can say that Draven, who has always been strong in soloq, is still in a good position with his superiority in matchups. He benefits from lethality very well. He can get a lot of stats with his collector-trinity start and have a good early-mid game.



KALISTA:

We can say that kalista is the biggest earner of this season. Both on-hit and lethality setups work fine. It is safe to say that both the new item terminus and other on-hit items have been officially rearranged for it.




VARUS:

Varus, which made a name for itself last season, started this season with a bang. The Lethality item setup is pretty strong right now. We said that the adcs that can use the lethality system are one step superior, but Jhin is the character that benefits the most from the lethality system. You remember last year's ultimate play jhin build, how strong he is. We can say that it is in a very good condition except for some CT matchups in full lethality mode.




Miss Fortune:

lethality again lethality again. There is no need to talk much about it, he is one of the 2 ADCs with 53+% WR right now. His weaknesses are still the same, but with a support that can throw poke, he can defeat many matchups.




Lucian:

Yasuo is a must for an adc tier list. The advantage of the wind wall against ADCs and its compatibility with knockup supports has always caused it to be at the top of the tier lists. Although he is still not a blind pick character, he can be pitted against Jhin-Draven type characters as a CT matchup.


B-tier:



Aphelios:

Even though the item layout hasn't changed much, the fact that it provides a decent benefit from lethality made me put it here. Although the removal of galeforce is a big blow to him, the new lethality system seems to be able to close these gaps. It would be a shame to put him below that anyway.




Kai'sa:

3 types of builds can work up to date (ad-ap-lethality)

Jinx:

Even though it's bad for him that he can't benefit from lethality and the galeforce is gone, his crit system is not bad. But I still don't think you should blind pick. s and a tier adcs can create very challenging matchups for jinx.




Twitch:

On-hit layout and AP layout are playable. 3-4, which is also in the situation we mentioned in varus. It's a good plus that you don't have to take more damage after the item. You can get the last items a little more defensively.



Vayne:

Although it is not a very item arrangement, we can say that it is still in good condition. You can try lethality builds experimentally and benefit from them. The static/stormcutter trinity build is still good and situationally Guinsoo can get eternal style items.



Ziggs:

Ziggs is the only character you can get or want to get situationally (lack of AP in the team). While mages are in a good situation right now, you may even want to throw a blind pick. Although he is a character that benefits well from magnificent item buffs, the new AP items seem to close this gap.




Xayah:

We can now say that he is a situational character. The furniture layout hasn't changed at all, which is bad. But it can still be chosen in situations where you want to play with plenty of precision and feel safe.


C-tier:



Senna:

Even though you get a lot of benefit from lethality items, I think your strongest situation is still when you play support.



Tristana:

Although the mid lane ad is good as an option, it is difficult to say the same for the bot lane. Its most important feature is that it is a tower monster and gets stronger with levels, which pushes it into solo lanes. can't you play? You can definitely play it, but I don't think you should choose it too much unless you get engaged support.



Ezreal:

One of the losers of this season. We can say that he is still in an average situation. Your item order is still the same, maybe you can get lethality and then serylda. There is still a situation where Ezreal will be kicked out of the blind pick, but it seems more logical to prefer ADCs in the upper tiers.



Kog'maw:

We said on-hit is in good shape, why is he here? The answer is vulnerability to lethality. While lethality is in such a good position, we can say that kog, which is weak against lethality, is a little behind. Even though it doesn't lose anything from the power of the mid-late game, the early game is harder than you expected.


D-tier:



Sivir:

Sivir is the meta's biggest loser, least picked and has the least WR. His low range, lack of benefit from lethality, and lack of variety in his item layout made me put him here. It seems like it will stay here unless there is a buff or item change.
