PhilSys National ID Helps, But Crypto Is the Real Financial Inclusion Story

Xia here. The proposed BSP move allowing Filipinos to open bank and e-wallet accounts with only a National ID looks good on paper. In reality, getting that National ID is still a major obstacle for many people.
Reports from different cities and municipalities show the same pattern: people start lining up at PSA as early as 3 a.m. just to process their National ID. Crowds come from multiple local areas, the queues stretch for hours, and physical IDs frequently run out of stock. Even when the process is “simplified” on the regulatory side, the actual experience on the ground remains slow, uncertain, and exhausting.
And that is only the final step. The requirements just to apply are already difficult and expensive for most ordinary Filipinos.
The Hidden Cost of “Just One ID”
To apply for a PhilSys National ID you still need an original PSA Birth Certificate plus at least one primary government ID such as a Passport, UMID, or Driver’s License. If you do not have a primary ID, you must gather secondary documents like Barangay clearance, Postal ID, PhilHealth ID, NBI or Police clearance, School ID, or Employee ID.
Many of these supporting documents cost money, require separate applications, and take time to process. For a large number of Filipinos, especially those with limited income, the combined cost and effort of collecting everything becomes a real barrier. The system assumes people already have access to other government IDs that themselves are not easy or cheap to obtain.
This is exactly why a growing number of people look past traditional finance and turn to crypto.
Banks and Government Systems Still Create Barriers
Traditional finance and government identity systems have long controlled access. Multiple layers of documents, long verification queues, high rejection rates, and product restrictions kept millions from fully participating. The National ID was supposed to reduce that friction. Instead, many Filipinos still face early-morning lines, stock shortages, expensive supporting IDs, and repeated trips just to get the basic document needed for a bank or e-wallet account.
Crypto and Web3 operate on a completely different logic. A wallet can be created in minutes. Access is largely permissionless or lightly gated. Value moves across borders without asking a bank or a government office for approval. Global instruments that used to require brokers and high minimums become reachable without standing in a 3 a.m. queue or spending money on multiple supporting IDs.
Why Many People Actually Enter Crypto
A lot of narratives focus only on price. The quieter and more practical reason is access.
People who spend hours (or days) trying to secure a National ID, only to be told the physical cards are out of stock, or who cannot afford the Passport, UMID, or other primary documents required just to apply, start looking for alternatives. They discover that crypto does not require the same physical document gauntlet. A smartphone and an internet connection can open a path to global markets that traditional systems still make difficult and expensive to enter.
That is why this space continues to attract users who feel locked out by paperwork, queues, costs, and institutional delays.
National ID Progress Is Real, But Incomplete
Reducing the requirement to a single National ID is still an improvement on the policy level. Faster digital verification and fewer document types help in theory. On the ground, however, the shortage of physical cards, the extreme early-morning lines, and the costly list of supporting documents show that the system has not yet removed the real barriers for ordinary people.
Crypto does not wait for stock to be replenished. It does not close at a certain hour. It does not require people from different municipalities to compete for limited appointment slots or spend money on multiple government IDs first. That difference matters.
The Path Most New Users Actually Follow
- Traditional KYC and National ID processes exclude or delay them because of cost, queues, and missing supporting documents.
- They start looking for alternatives that do not depend on expensive IDs and long lines.
- They discover crypto and Web3.
- They gain access to global instruments they were previously denied.
This pattern keeps repeating. The people who struggle the most with government and banking identity systems are often the same people who find the most practical value in permissionless tools.
The Core Truth
Many people do not enter crypto only to speculate.
They enter because traditional finance and identity systems have historically made global financial instruments hard and expensive to reach.
When securing a basic National ID already requires lining up before dawn, hoping the physical cards are not out of stock, and first collecting costly supporting documents that many cannot easily afford, it becomes clear why Web3 feels like a necessary alternative rather than a luxury.
Web3 is the door that does not close when the PSA runs out of IDs or when the required supporting documents are too expensive.
Final Thoughts
The BSP direction on National ID authentication is a step forward in policy. The daily reality of 3 a.m. queues, out-of-stock cards, and expensive supporting document requirements shows how much friction still exists. That friction is one of the strongest reasons people continue turning to crypto.
While banks and government offices still decide who gets access and when, Web3 keeps building systems that do not require the same permission, the same physical documents, or the same financial burden just to enter. That difference is why this space remains relevant for people who simply want a fair shot at participating in global finance.
Local identity improvements help on paper. Crypto is still the option that works when the physical system falls short.
