Bowe was born in Brooklyn, New York, and grew up in the Red Hook housing projects. He was raised by his mother, Dorothy, and his grandmother, Mary. Bowe's father, William, was murdered when Bowe was just 11 years old.

Bowe had a successful amateur career, winning the 1985 National Golden Gloves Championships and the 1986 World Championships. He also won the silver medal at the 1988 Summer Olympics in Seoul, South Korea.
