The Girl in the Green Silk Gown is a sequel to Sparrow Hill Road, which introduced Rose Marshall and the world of the ghost roads. Rose is one of the most famous ghosts on the road, known as the Phantom Prom Date, the Girl in the Green Silk Gown, or sometimes as an avenging angel or a killer in her own right. She died when Bobby Cross, a Hollywood star who made a deal with a Crossroads demon for eternal youth and fame, ran her off the road. Since then, she has been trying to avoid him and his attempts to finish what he started.

The book begins with Rose enjoying her afterlife with her boyfriend Gary, who is also a ghost and a car (it's complicated). Gary was a mechanic who died in a car accident in 1969. He became bonded with his beloved car, a 1955 Chevrolet Bel Air named Julie. He can switch between being a human ghost and being a car ghost. He loves Rose and supports her in everything she does.

She visits her friend Emma at the Last Dance Diner, a place where ghosts and route witches (humans who can manipulate the roads) can mingle. Emma is a young route witch who works at the diner as a waitress. She has a talent for making pies that can affect the emotions of those who eat them. She is loyal to Rose and helps her whenever she can.

However, she is suddenly summoned by a mysterious force and finds herself trapped in a circle with Bobby Cross. Bobby is a handsome and charming man who looks like he is in his twenties, but he is actually much older. He was a famous actor in the 1940s and 1950s, but he became obsessed with staying young and famous forever. He made a deal with a crossroads demon that gave him immortality and fame, but at a cost: he has to kill people on the road and take their souls. He has been doing this for decades, but he has never been able to catch Rose, who escaped from him on the night of her death.

He has a plan to make her alive again, so he can kill her properly and take her soul. He convinces a young route witch to slit her own throat and spill blood on Rose, breaking the circle and restoring her heartbeat.

Rose escapes from Bobby but soon realizes that being alive is not as great as it sounds. She has lost her connection to the ghost roads and her ghostly abilities. She is also vulnerable to hunger, cold, pain, and death. She needs to find a way to reverse what Bobby did and return to her ghostly state before he catches up with her. She enlists the help of Emma, Gary, and other friends she meets along the way.
